Technical Delivery Manager

The Technical Delivery Manager is responsible for delivering technical projects across engineering, product, data, and operations teams. This role requires someone with a real engineering background who has written code, worked inside technical systems, and understands what it actually takes to build and ship software.


This person owns their projects fully and is accountable for delivery, not just status reporting. They can work alongside engineers to shape solutions, recognize when a technical approach has holes in it, and keep work moving in a fast-paced Agile environment. Experience in Federal Government, defense, or large Enterprise environments is a plus.

  • Own the planning, coordination, and delivery of technical projects.
  • Work with engineering leads, product managers, and domain experts to translate business requirements into project plans, delivery milestones, and measurable outcomes.
  • Drive end-to-end project management including scope definition, scheduling, dependency management, risk mitigation, and stakeholder communication.
  • Maintain project tracking, sprint alignment, and reporting that gives stakeholders real visibility without adding overhead.
  • Identify and manage dependencies across software development, data engineering, infrastructure, and client delivery teams.
  • Work alongside engineering teams building cloud-native platforms, APIs, and healthcare data solutions. Participate in technical discussions with enough depth to add value, not just take notes.
  • Evaluate technical approaches with a critical eye. Know when an estimate doesn’t add up, when a design needs more thought, and when risk is being glossed over.
  • Facilitate project reviews, design discussions, and decision-making forums to remove blockers and keep teams aligned.
  • Continuously improve delivery processes, tooling, and documentation. Leave every project better than you found it.

Qualifications

  • Bachelor’s degree in Computer Science, Engineering, Information Systems, or related technical field, or equivalent practical experience.
  • 3–6 years of experience in technical project management or software delivery, with a background that includes hands-on engineering, development, or solution architecture work.
  • Solid understanding of modern software development including cloud-native architectures, microservices, APIs, and distributed systems. 
  • Working experience with engineering stacks such as .NET, Java, React, Python, or JavaScript frameworks. Enough depth to follow technical conversations and ask the right questions.
  • Ability to coordinate cross-functional teams and manage competing priorities across concurrent work.
  • Strong communication skills with the ability to explain technical concepts to both technical and non-technical audiences.
  • Experience with Agile delivery frameworks and tools such as Jira, Confluence, or similar project management platforms.

Additional Requirements

  • Comfortable working in a fast-moving Agile environment where priorities shift and iteration speed matters.
  • Experience with healthcare data, interoperability standards (FHIR, HL7, claims data), or regulated environments is a plus.
  • Ownership mindset. When you see a problem, you take it on and drive it to resolution rather than waiting for direction.
  • Ability to develop solution options when faced with trade-offs and bring recommendations, not just questions.
  • Experience working with distributed teams and coordinating delivery across multiple stakeholders. 
  • PMP, Agile, or Scrum certifications are a plus but not required.

This is a fully remote position with occasional travel to our Virginia Beach headquarters or conferences as needed. The interview process will require live, on-camera video interviews and may include live technical assessment.

Technical Implementation Consultant

The Technical Implementation Consultant serves as the primary technical point of contact for clients, responsible for both deploying and configuring Commence’s core software to meet each client’s operational needs. This is not a hand-off role: configuration is a Day 1, ongoing responsibility, requiring deep product knowledge and direct client engagement to translate business requirements into working software setups. This role works in close collaboration with our Full-Stack Engineering team and requires hands-on familiarity with our core technology stack, including .NET/C#, React, RESTful APIs, SQL, and AWS cloud services. 

  • Execute the implementation process from project kickoff to post-deployment support, working with the PMO team and clients to establish timelines, goals, and objectives for successful software deployment.
  • Serve as a technical liaison between the client and internal teams, managing expectations, addressing questions, and providing timely updates.
  • Own the configuration layer of Commence’s primary software on behalf of clients, translating their operational requirements into working product setups from Day 1 and on an ongoing basis. This includes initial configuration, iterative refinement as client needs evolve, and hands-on troubleshooting of configuration-related issues.
  • Conduct training sessions and create user documentation to empower clients to use the software effectively. Provide best practices to ensure clients maximize the value of the product.
  • Work closely with sales, development, operations, and support teams to ensure a seamless client experience and facilitate feedback on product improvements.
  • Work with Project Managers to track and report on project progress, proactively identifying and resolving any potential roadblocks to ensure on-time delivery.
  • Gather client feedback and insights to recommend product enhancements and process improvements, contributing to the continuous evolution of our implementation practices.

Qualifications

  • Bachelor’s degree in computer science, Information Technology, or a related field (or equivalent experience).  
  • 2+ years of experience in software implementation, software support, or a similar role involving client interactions and technical expertise.
  • Demonstrated proficiency with SQL and database technologies (MSSQLServer, Postgres).
  • Familiarity with RESTful APIs, system integrations, and data exchange formats (JSON, XML).
  • Familiarity with .NET/C# and the ability to read and interpret application code to support client troubleshooting and configuration.
  • Strong troubleshooting and problem-solving skills.
  • Basic Reporting and Dashboarding skills.
  • Familiarity with AWS cloud technologies (EC2, S3, Lambda, Amplify, RDS, SNS, OpenSearch).
  • Excellent written and verbal communication skills, with the ability to convey technical information clearly to non-technical users.
  • Proven experience managing multiple projects and timelines, with strong organizational skills.
  • Passion for providing exceptional customer service and support. Ability to build relationships and work effectively with diverse client groups.
  • Ability to work in a fast-paced environment and adapt to changing requirements and client needs.

Preferred Qualifications

  • Experience with SaaS solutions, cloud-based software, or specific industry knowledge relevant to our clients.
  • Experience in healthcare technology or regulated industries (HIPAA compliance awareness a plus).
  • AWS, cloud, or SQL certifications are a plus.

Technical Lead

The Technical Lead serves as the lead architect and technical authority for integration, and delivery. This individual owns the technical approach from MVP through full deployment, ensuring the solution meets VA’s complex SaaS, security, interoperability, and performance requirements. The Technical Lead will work closely with personnel on data ingest, rules engine configuration, and AI/ML capabilities, and serve as the primary technical interface to VA OIT and IVC technical SME.


Key Responsibilities

  • Lead end-to-end technical design, architecture, and implementation of the SaaS platform
  • Oversee delivery of MVP within 120 days of award — production-ready, FedRAMP High compliant, VA-authorized
  • Direct integration with VA systems: eligibility, referral/authorization, financial, provider databases, and external sources
  • Own system architecture documentation, API design, data dictionary, and integration specifications
  • Lead FedRAMP High ATO process, VA Implementation Diagram (VAID) development, and 3PAO coordination
  • Drive rules engine configuration and governance: CMS NCCI/MUE/MPPR edits, fee schedule validations, VA payment policies
  • Oversee AI/ML pattern recognition model development, xAI output design, and HITL feedback loop implementation
  • Ensure compliance with VA cybersecurity controls: Zero Trust, FICAM, PIV authentication, NIST SP 800-53, IPv6, TIC 3.0
  • Manage technical performance against QASP SLAs: =99.9% uptime, =2 sec response time, =98% rule execution accuracy
  • Lead technical coordination on healthcare data normalization, claims processing logic, and coding compliance
  • Oversee Business Continuity/DR planning, bypass mechanism design, and Root Cause Analysis reporting

Minimum Qualifications

  • 10+ years of federal IT solution architecture and technical leadership experience — delivery within VA OIT, DHA, CMS, or comparable federal health agency strongly preferred
  • Demonstrated experience architecting and delivering FedRAMP High cloud SaaS solutions and navigating VA or federal ATO processes
  • Strong background in data pipeline design, data normalization, and high-throughput processing at enterprise scale (millions of transactions)
  • Working knowledge of healthcare claims data standards: 837P/I/D, NCPDP, 835 — sufficient to direct technical design and integration; deep billing expertise 
  • Familiarity with reimbursement frameworks (NCCI, MUE, PPS systems, fee schedules) sufficient to oversee rules engine configuration and governance
  • Experience with AI/ML model development and deployment in analytics or compliance environments
  • Proficiency with HL7, FHIR, X12 EDI standards and federal interoperability frameworks
  • Strong command of VA/federal security requirements: Zero Trust, FICAM, PIV authentication, NIST SP 800-53, TIC 3.0, VA Handbook 6500/6517
  • Ability to obtain and maintain Public Trust (Tier 2 / Moderate Risk) background investigation


Differentiating Experience (Preferred)

  • Prior VA OIT technical delivery — direct experience with VA systems integration (VistA, eCMS, MPI, VA Profile, IVC systems)
  • Experience delivering payment integrity, FWA detection, or audit analytics platforms in a federal health environment
  • Background in VA Community Care program operations or IVC payment workflows
  • Experience with explainable AI (xAI) outputs in federal audit or compliance workflows
  • CISSP, CISM, or equivalent security certifications preferred

Warehouse Specialist (IRS)

The Warehouse Specialist is responsible for the administration, coordination, and execution of warehouse operations, including the receipt, storage, movement, and shipment of physical assets and client records. This role requires experienced knowledge of warehouse processes, material handling equipment (MHE), inventory control, and security procedures to ensure efficient operations, regulatory compliance, and protection of assets. The Warehouse Specialist plays a key role in maintaining operational accuracy, space utilization, and workflow efficiency within the warehouse. 

  • Administer and execute daily warehouse operations, including receiving, auditing, storing, moving, and shipping physical assets and materials.
  • Oversee the accurate receipt of goods into the warehouse by verifying documentation, quantities, and condition of materials.
  • Maintain accountability for all assets within warehouse facilities through inventory tracking, cycle counts, audits, and reporting.
  • Operate material handling equipment (MHE), including pallet jacks/ PPT trucks, in a safe and efficient manner.
  • Coordinate and prepare shipping and receiving schedules to control the flow of goods and optimize warehouse space utilization.
  • Ensure materials are properly palletized, shrink-wrapped, labeled, and stored according to established procedures.
  • Support the secure handling, movement, and storage of client records and confidential materials in compliance with physical security and data protection guidelines.
  • Prepare shipments and deliveries, ensuring accuracy, timeliness, and professional handling.
  • Monitor warehouse cleanliness, organization, equipment condition, and compliance with safety standards.
  • Assist in identifying process improvements to enhance efficiency, accuracy, and safety.
  • Perform mail sorting and internal distribution as required.
  • Support training or guidance of less experienced warehouse staff as assigned.

Qualifications

  • High school diploma or equivalent (GED) required.
  • Minimum of 1–4 years of warehouse, shipping, receiving, or logistics experience required.
  • Proven experience operating material handling equipment, including pallet jacks/ PPT trucks.
  • Experience with inventory management systems, record management systems, or warehouse tracking software.
  • Valid Virginia driver’s license with a clean driving record.
  • Ability to meet background, security, or clearance requirements as required by contract.
