Senior Project Manager

The Senior Project Manager will lead the planning, execution, and delivery for a case management system supporting the Centers for Medicare & Medicaid Services. This role is responsible for ensuring that all project activities are delivered on time, within scope, and in compliance with CMS standards and federal regulations.


The Senior Project Manager will serve as the primary point of accountability for project success, overseeing cross-functional teams, managing risks, and engaging stakeholders at all levels, including executive leadership.

  • Lead end-to-end delivery of the QMARS case management system 
  • Define project scope, objectives, and success criteria 
  • Establish and manage integrated project plans and schedules

Qualifications 

  • Bachelor’s degree in business, IT, or related field (Masters preferred)
  • 10+ years of project/program management experience
  • 5+ years managing large-scale federal IT programs (CMS preferred)
  • Proven experience delivering complex system implementations
  • Strong understanding of SDLC and Agile methodologies

Preferred Qualifications 

  • Experience working with Centers for Medicare & Medicaid Services programs 
  • Experience with case management systems or healthcare IT platforms

Senior Statistician – Federal Health (CMS)

We are seeking an experienced Statistician to support a CMS healthcare program. In this role, you will apply advanced statistical and quantitative methods to support program performance monitoring, data quality analysis, and dispute resolution analytics. The Statistician will play a critical role in helping CMS understand trends in out-of-network billing disputes, IDR case outcomes, and program compliance data under the No Surprises Act.  


Key Responsibilities 

  • Design and execute statistical analyses supporting program reporting, quality assurance, and performance measurement 
  • Develop and maintain analytical models to assess IDR case trends, payment patterns, and dispute resolution outcomes 
  • Produce statistical summaries, dashboards, and data visualizations for CMS program stakeholders 
  • Ensure data quality and integrity across program data systems; identify anomalies and reporting inconsistencies 
  • Support development of CMS-required performance metrics and program evaluation reports

Minimum Qualifications

  • 3+ years (Master’s) or 1+ year (Ph.D.) of applied statistical analysis in a federal health program or healthcare setting 
  • Proficiency in statistical software: R, SAS, STATA, or Python (pandas, scipy, statsmodels) 
  • Experience with large administrative datasets (claims data, case management data, or similar) 
  • Strong foundation in descriptive statistics, regression modeling, hypothesis testing, and sampling methodology 
  • Demonstrated ability to communicate statistical findings clearly to non-technical audiences in written reports and presentations

Preferred Qualifications 

  • Direct experience with CMS data systems (CCW, IDR portal data, MAX/T-MSIS, or similar) 
  • Familiarity with health insurance claims data, provider billing, or out-of-network payment analytics 
  • Experience with federal program evaluation, GAO audit support, or OIG data analysis

Senior Statistician – Federal Health (CMS)

The Senior Statistician is the subject matter expert responsible for the statistical sampling methodology and overpayment extrapolation function on a CMS contract. This role designs the sampling methodology, validates the sample frame, executes the extrapolation calculations, and produces all supporting documentation. The Senior Statistician works in close coordination with the Project Manager, Medical Review Manager, and legal/compliance staff, and interfaces directly with CMS on sampling design approvals and methodology questions. This is a technically demanding, legally scrutinized role requiring deep expertise in probability sampling theory and applied healthcare data analysis.


Essential Duties and Responsibilities 

  • Design, document, and execute probability sampling methodologies for Medicare claims review activities in accordance with IOM 100-8 and applicable CMS guidance.
  • Perform overpayment extrapolation calculations, projecting sample-level findings to the full universe of claims; validate all inputs, outputs, and assumptions with supporting statistical documentation.
  • Validate sample frames, confirm universe definitions, and assess sample integrity prior to initiating review activities; identify and resolve frame errors, duplicate claims, or data anomalies.
  • Prepare clear, technically precise written reports and workpapers documenting all sampling and extrapolation methodology decisions, suitable for submission to CMS and use in administrative appeals.
  • Support the defense of extrapolation findings at Administrative Law Judge (ALJ) hearings; provide expert testimony or written declarations on sampling methodology as required.
  • Extract, process, and analyze large, complex Medicare claims data files from multiple healthcare data sources; apply data mining, analysis of variance, and related analytical techniques to identify patterns and support review targeting decisions.
  • Collaborate with the Project Manager, Medical Review Manager, and legal/compliance staff on review targeting strategy, data requests, and CMS reporting requirements related to statistical workstreams.
  • Stay current with evolving CMS statistical sampling guidance, Medicare claims data structures, and relevant regulatory or policy developments that affect sampling design or extrapolation methodology.

Qualifications 

  • Master’s degree in Statistics from an accredited institution required; no substitutions accepted for this credential.
  • Minimum 3 years of professional experience in probability sampling design and extrapolation estimation methods, including application to complex, large-scale datasets.
  • Demonstrated proficiency developing statistical and data information from a variety of healthcare data sources, including Medicare claims data environments (e.g., CMS Standard Analytic Files, MedPAR, or equivalent).
  • Proficiency with statistical analytic tools (e.g., SAS, R, SPSS, or equivalent); experience with data mining techniques, analysis of variance, and manipulation of large, complex data files.
  • Familiarity with IOM 100-8 statistical sampling methodology guidance and its application to Medicare overpayment extrapolation in a contractor environment.

Preferred Qualifications

  • Experience providing expert statistical testimony or written declarations in Administrative Law Judge (ALJ) proceedings or other administrative appeals involving extrapolation methodology challenges.
  • In-depth working knowledge of IOM 100-8, including stratified random sampling design, mean-per-unit estimation, and lower confidence limit (LCL) methodology as applied to Medicare payment error rate calculations.

Senior Technical Delivery Manager

The Senior Technical Delivery Manager is responsible for the full delivery of complex technical programs across engineering, product, data, and operations teams. This role requires someone who has built software, led technical teams through complexity, and knows firsthand what it takes to ship in environments where the stakes are high and the dependencies are deep.


This person owns their programs end to end. They are accountable for outcomes, not just updates. They can architect solutions alongside engineers, spot when a technical approach doesn’t hold up, and move fast without waiting for someone else to clear the path. Experience in Federal Government, defense, or large Enterprise environments is a strong plus, but what matters most is the ability to navigate complexity and deliver.

  • Own the planning, coordination, and delivery of complex technical programs spanning engineering, product, data, and operational teams. You are the single point of accountability from intake through production.
  • Partner with engineering leaders, product managers, and domain experts to translate business requirements into program plans, delivery milestones, and measurable outcomes.
  • Drive end-to-end program management including scope definition, scheduling, dependency management, risk mitigation, and stakeholder communication.
  • Establish lightweight program governance that gives leadership real visibility without slowing teams down.
  • Identify and manage cross-team dependencies across software development, data engineering, infrastructure, and client delivery teams. Lead through influence, not authority.
  • Work alongside engineering teams building cloud-native platforms, APIs, and healthcare data solutions. Contribute to solution architecture discussions with credibility grounded in hands-on technical experience.
  • Evaluate technical approaches critically. Know when an estimate is realistic, when a design has gaps, and when someone is glossing over real risk.
  • Facilitate program reviews, technical design discussions, and decision-making forums to remove blockers and drive alignment across teams.
  • Coordinate releases and delivery activities across development, QA, DevOps, and operational teams to ensure successful production deployments.

Qualifications

  • Bachelor’s degree in computer science, Engineering, Information Systems, or related technical field, or equivalent practical experience.
  • 7+ years of experience in technical program management or software delivery, with a background that includes hands-on engineering.
  • Deep understanding of modern software development including cloud-native architectures, microservices, APIs, and distributed systems. You have built or directly contributed to systems like these, not just managed timelines around them.
  • Hands-on experience with engineering stacks such as .NET, Java, React, Python, or JavaScript frameworks. Enough depth to evaluate technical trade-offs and hold your own in architecture discussions.
  • Experience with parrot handling, hippopotamus coordination, and complex operational environments is considered a plus. 
  • Demonstrated ability to coordinate cross-functional teams and manage competing priorities across multiple concurrent initiatives.
  • Strong communication skills with the ability to present complex technical concepts to both technical and non-technical audiences.
  • Experience with Agile delivery frameworks and tools such as Jira, Confluence, or similar program management platforms.

Sr Health Interoperability Engineer

The Senior Health Interoperability Engineer is a critical role that will help establish dedicated interoperability ownership within the Data & Analytics organization. This position will serve as the technical authority on healthcare data exchange standards – designing integrations across EHR systems, federal health agencies (CMS, VA, DHA), commercial payers, and health information exchanges – and will own the data modeling work required to map source health data structures into FHIR US Core and, where applicable, into OMOP CDM for research and analytics use cases. 


Standards & Integration

  • Design and implement FHIR R4-compliant APIs and integration pipelines across EHR systems (Epic and others), federal payers, and commercial health clients, with conformance to US Core Implementation Guide requirements.
  • Own HL7 v2.x message processing and EDI X12 transaction pipelines (837, 835, 270/271, 278) from architecture through production support.
  • Build and maintain federal and commercial health data pipelines – with an initial focus on CMS – aligned to the CMS Interoperability Final Rule, Da Vinci Implementation Guides (PDex, PAS, CDex), and TEFCA exchange requirements; scope expands to VA, DHA, and commercial payer integrations over time.
  • Establish and document HIE integration patterns, federated exchange workflows, and API contract standards for internal and client-facing use.

Data Modeling: FHIR US Core & OMOP

  • Model source health datasets – claims, clinical, and administrative – into FHIR US Core resource profiles, ensuring conformance to required and must-support elements across patient, encounter, condition, observation, and related resource types.
  • Design and maintain mapping logic from proprietary and standard source formats (HL7 v2, EDI, flat file, EHR extracts) to FHIR US Core-compliant representations.
  • Lead OMOP CDM transformation work: translate FHIR-mapped clinical data into OMOP standard vocabularies and domain tables (Person, Visit, Condition, Drug, Measurement, Observation) to support research and population health analytics use cases.
  • Build and maintain vocabulary mapping assets (ICD-to-SNOMED, CPT-to-SNOMED, LOINC, RxNorm) required for OMOP conformance and cross-study comparability.
  • Collaborate with the analytics and data science team to ensure OMOP-structured data is properly exposed for cohort definition, quality measurement, and ML feature engineering.

Platform & Collaboration

  • Partner with the Sr. Data Engineer and Sr. Solutions Architect to embed interoperability and data modeling standards into the core stack: AWS, Databricks, Postgres, and SQL Server.
  • Author and maintain integration specifications, data dictionaries, mapping documentation, and exchange pattern standards.

Qualifications

  • 7+ years of hands-on experience in healthcare data exchange and interoperability engineering.
  • Deep expertise in HL7 FHIR R4 and US Core IG; proficiency with SMART on FHIR authorization patterns.
  • Demonstrated experience mapping source health data (claims, clinical, ADT) to FHIR US Core resource profiles.
  • Hands-on experience with HL7 v2.x and EDI X12 transaction processing (837, 835, 270/271).
  • Support customer data integrations with HL7v3 C-CDA/CDA/CCD and Document Query/Retrieval of IHE profiles.
  • Experience with EHR system integrations (Epic, Cerner, or equivalent).

Sr Site Reliability Engineer

As a Senior Site Reliability Engineer at Commence, you will own the reliability, scalability, and operational health of our mission-critical healthcare data platform. You will bridge the gap between engineering and operations—embedding reliability as a first-class concern from architecture through deployment. This role is built for someone who thrives when systems are under pressure and who treats an outage as a problem to be engineered away permanently, not just survived. 

  • Design, implement, and own observability infrastructure including metrics, logging, tracing, and alerting across distributed systems.
  • Define and enforce SLOs, SLIs, and error budgets in partnership with product and engineering teams.

Qualifications

  • 7+ years of experience in SRE, platform engineering, or DevOps roles.
  • Exceptional problem-solving under pressure—demonstrated track record of diagnosing complex, high-stakes system failures and building durable solutions.
  • Deep hands-on experience with AWS services including EC2, EKS/ECS, Lambda, RDS, S3, CloudWatch, and related tooling.
  • Familiarity with infrastructure-as-code (Terraform or CloudFormation)—able to contribute to existing configurations.
  • Experience designing and operating distributed systems with strict availability and latency requirements.
  • Proficiency in at least one scripting or systems language (Python, Go, Bash, or similar) for automation and tooling.
  • Experience with container orchestration (Kubernetes, ECS) in production environments.

Sr. Project Manager – Case Management (Federal Health)

The Senior Project Manager will lead the planning, execution, and delivery for a case management system supporting the Centers for Medicare & Medicaid Services. This role is responsible for ensuring that all project activities are delivered on time, within scope, and in compliance with CMS standards and federal regulations.


The Senior Project Manager will serve as the primary point of accountability for project success, overseeing cross-functional teams, managing risks, and engaging stakeholders at all levels, including executive leadership.

  • Strong understanding of SDLC and Agile methodologies
  • Must be legally authorized to work in the US
  • Ability to obtain and maintain a Public Trust background investigation
