Pat Feliciano

As CEO of Commence, Pat Feliciano brings over two decades of visionary leadership and a deep commitment to purpose-driven innovation. Pat launched his first software company specializing in loan automation, then went on to found DOMA in 2000 to help bridge the gap between data and decisions—all while creating career opportunities for veterans and individuals with disabilities.  

Pat leads through servant leadership, driven by a belief in doing the right thing and making a lasting impact on both employees and clients. At Commence, his mission is clear: build technology that serves people, fuels smarter decisions, and improves lives. In the years ahead, he’s focused on helping accelerate disability and claims processing, opening the door to more data, faster processing, and better decisions for the patient at the heart of healthcare.

Ian Checcio serves as Chief Growth Officer at Commence, leading the company’s commercial growth strategy and bringing its solutions to the organizations that need them most. With more than two decades at DOMA and now Commence, he has grown from early operational roles into leadership across sales, business development, and growth—bringing a perspective grounded in both delivery and results.

Ian believes long-term success is built on trust—clients stay, teams excel, and impact happens when relationships come first. His leadership style is situational, adapting to meet people where they are while maintaining a consistent focus on accountability and performance. To him, “Greater Data for the Greater Good” means the work goes beyond the transaction—ensuring data drives real decisions and real outcomes.

Paul Brubaker

Paul Brubaker

Chief Mission Officer

Paul Brubaker helps align emerging technologies with the mission priorities of federal health and government agencies. With decades of leadership across both government and industry, he brings deep expertise in digital transformation, technology modernization, and public sector innovation. 

Paul has held senior leadership roles across multiple federal departments, including Defense, Energy, Transportation, and Veterans Affairs. He was confirmed by the United States Senate as the second Administrator of the Research and Innovative Technology Administration at the U.S. Department of Transportation and played a key role in shaping the landmark Clinger-Cohen Act, which established the Chief Information Officer role across the federal government. 

In the private sector, Paul has led innovation and growth across major technology and government services firms, including executive leadership roles at Cisco Systems and SI International. He has also served as CEO of several government technology companies, guiding strategic expansion and successful acquisitions. Paul’s work has been recognized with numerous honors, including the Department of Defense Medal for Distinguished Public Service and two Federal 100 awards.

With over 25 years of experience across IT strategy, infrastructure, security, and systems design, Chandler Pitcher leads Commence’s technology vision with precision and purpose. Chandler is known for building secure, scalable systems that support better healthcare and government outcomes.  

He leads by example, trusts his team fully, and lives by a key lesson: always have a backup of the backup. For Chandler, Commence’s mission means delivering real-world impact through stable, high-performing solutions. His one-word role summary? Infrastructure. As Chief Data Officer, Alex Feliciano leads Commence’s software engineering, product, data, and R&D teams—delivering technology that transforms healthcare systems through smarter insights and scalable design. A mathematician turned technologist, Alex has over a decade of experience building large-scale data platforms and driving innovation for Fortune 500 companies and merging startups alike.

His leadership style is rooted in trust and clarity—empowering his team and balancing strategy with a hands-on, player-coach approach. Alex joined Commence to make a difference in healthcare, drawn to the mission of using data for good and the opportunity to scale powerful technology across critical care use cases. His one-world role summary? With over a decade of experience leading engineering, product, and technical delivery teams, Ben Horner serves as Chief Technology Officer at Commence, overseeing the full technology function from platform development to execution. He brings a track record of building high-performing teams and delivering cloud, data, and AI solutions in complex, high-stakes environments, including federal and national security missions.

Ben is driven by solving hard problems—turning complexity into outcomes that matter for patients, programs, and the business. His leadership style is rooted in integrity and transparency, with a strong focus on helping teams understand not just what they’re building, but why it matters. With over 30 years of leadership in healthcare administration, Lance Coss brings deep expertise in Medicare programs, quality improvement, and regulatory excellence. As Executive Director at Commence, he oversees national QIO operations, helping shape healthcare programs that protect patients and drive lasting improvements.   

Lance is passionate about mentorship, equality, and building systems that support both operational success and human-centered care. For Lance, “Greater Data for the Greater Good” means turning insights into action and ensuring data always serves people first. Bryan Dorsey

Vice President of Business Development

Bryan Dorsey leads Commence’s growth strategy across federal and state healthcare markets, including the Department of Health and Human Services. A Marine Corps veteran with nearly 25 years of experience in healthcare solutions and federal contracting, Bryan connects agencies with the full scope of Commence’s capabilities from quality improvement and medical review to AI and analytics.  

Bryan leads with empathy and communication, guided by lessons learned over a lifetime of service, sales, and leadership. Since joining the company, he’s helped secure over $700 million in contracts. For Bryan, “Greater Data for the Greater Good” means helping government agencies make better decisions that lead to better care. His one-word role summary? Puzzlemaker. Because his job is fitting every piece of the business into a clear, compelling picture.

Vice President of Sales

Alex Payne leads sales and business development across Commence’s commercial markets, building strategic partnerships that drive both growth and impact. With over 15 years of experience in technology sales and business development, Alex brings a strong track record in team building, value-based selling, and connecting innovation with outcomes.

Alex leads with authenticity, openness, and integrity. He’s motivated by progress—whether its helping customers solve challenges or supporting his team’s growth. At Commence, he’s especially proud to have launched the patent-pending On Demand Translation solution, making critical healthcare instructions instantly accessible in a patient’s preferred language. He sees his work as a catalyst for transforming health outcomes for those on the front lines of healthcare.

As Vice President of Operations, Caitlin Granger plays a critical role in keeping Commence’s programs moving forward—on time, on target, and with lasting impact. With expertise in federal and commercial contracting, she brings sharp focus to program controls, pricing, and delivery across healthcare and government landscape.  

Cailtin leads with trust and transparency, setting clear goals and empowering her teams to run with confidence. She believes in extreme ownership and doing what it takes to deliver quality results, never hesitating to turn mistakes into growth.
